Bob Delaney was born on Mother's Day, May 10, 1959 at St. Mary's Hospital in
E. St. Louis, IL to Philip & Patricia (nee Idoux) Delaney. His father was employed by the St. Clair County Sheriff's Dept. and his mother worked for 1st National Bank of St Louis.
Bob has an older brother, Philip Jr. born in August of 1950. Currently, Phil is the Chief Investigator for the St. Clair County States Attorney Office and was formerly a Detective for the Washington Park Police Department.
Bob is a 1977 graduate of Assumption High School in E. St. Louis, IL. He graduated from McKendree College in May 1981, with a BA in Political Science. He married his wife Janet (Farnen) Nov. 7, 1986. They have 3 children, Shannon, Taylor, and Reilly.
Bob came to work for St. Clair County in 1983 as a Field Crew Supervisor for the Assessor's Office. In 1987 he became the Administrative Assistant and in 1990 obtained the position of Chief Deputy. In 1994 Bob became Office Manager for the County Clerk's Office. In July 1999 Bob was appointed St. Clair County Clerk.
Some of the changes Bob has made since becoming County Clerk are:
- Providing the highest level of customer service to the taxpayers
- Opening the office on Saturdays from 8:30 – 12:00 in an effort to make it more accessible to the taxpayers of St. Clair County.
- Further streamlining the process it takes to receive a vital record by utilizing the most up-to-date computer system that greatly reduces the time it take to produce a document.
- Informational booths have been set up at the County Fair, Seniorama, various Nursing And Retirement Homes, and the Fairview Hts. Senior Day to educate the taxpayers about the office.
- Over 20,000 Constitutional, Right to Vote and coloring books have been given out to over 40 local grade schools as a way to gain students interest in the political process.
- Outdated voting machines have been donated to area schools to be used for the Student Government Elections.
- Voting machines have been purchased by the County for use by our Seniors and voters with disabilities.
- Has continued to update the County voter files as mandated by State Statutes. Over 14,000 voters were removed by the Clerk's Office in 2002.
- Has held training classes for every Election Judge before every election to update judges on the latest information.
- Since becoming County Clerk, Bob has opened the Vote-Counting Room for outside observers to view the vote counting process on Election night.
- Has taken advantage of the new law that allows High School Seniors to serve as Election Judges. Since the law was enacted over 200 high school seniors have served as judges.
- With the cooperation of the County Board, has taken advantage of the new Federal law that allowed St. Clair County to replace the aging punch card system with an up to date optical scan system.
- Implemented a public information campaign to educate the voters about the new voting system.
- Implemented a cash system that ties into the Auditor system for better tracking of accounts receivable.
- In cooperation with the County Board, the County has redrawn precincts to avoid any possibility of long lines that plagued some polling places in the 2004 election.
- Conducted a purge that eliminated over 12,000 voters from the voting rolls in 2005.
- Lobbied and supported a change in the law to allow High School Juniors to serve as Election Judges.
- Taken over City of Belleville duties as local Registrar for death and birth records which will generate an extra $60,000 in County revenue.
- Implemented a voluntary picture I.D. system on Election Day to help combat vote fraud.
- Fully implemented the recommendations (as pertaining to the County Clerk's Office) of the Blue Ribbon Panel on vote fraud which included a pay raise for our Election Judges.
- Implemented a system of using computer technology to direct voters to the correct polling place on Election Day.
In addition to serving as County Clerk, Bob is also involved in many activities outside the courthouse including serving as a coach for his daughters soccer team. He is a member of Holy Trinity Catholic Church, Advisory Council for Programs and Services for Older Persons, Illinois Association of County Clerks, Optimist Club of Belleville, the Caseyville Township Democratic club, the Fairview Hts. Knights of Columbus Council #6996, the Loyal Order of the Moose Cahokia Lodge, St. Clair County Farm Bureau, Althoff Athletic Club and has served as a Precinct Committeeman since 1979.
